It is ironic, however, though not totally unexpected, that interwoven amid the highly specific and detailed provisions are some broad grants of discretionary power, which serve as reminders of the impossibility of accounting for the infinite variety of claims before they occur.
To accomplish this feat, exactitude and attention to detail must, at times, be sacrificed in favour of general approximations and impressionistic accounts.
The compromises imposed by the constraints of space are com­pounded by those created by the second unavoidable phenomenon that renders the subject matter inimical to a modest introduction: immigra­tion law is a branch of law which, for the last twenty years, has been reshaped and transformed continuously. This fluidity appears likely to continue into the foreseeable future. Nor have the changes been minor ones of the housekeeping variety, although these have been plentiful too.
In the face of the tangled intricacies that fill the pages of the Immi­gration Act and the Immigration Regulations, an introductory text will not only contain gaps but must also rely at times on broad generaliza­tion. It constantly risks falling into a gulf of inaccuracy and error by attempting to fit a body of rules of behemoth proportions into a cage of small dimension.
First, as a body of doctrine, immigration law has become immensely complex. There is usu­ally a correlation between the complexity of a branch of law and the size ol the government organization responsible for its implementation.
