In the last five years, the Immigration Act has twice received large-scale amendment. Many of these changes are not yet in force, as the government attempts to develop precise regulations that will allow for a smooth implementation of the legislative aims. Other significant changes are still in the works — changes that will reshape the Business Immigrant Program, impose a new model of decision making on the Convention Refugee Determination Division of the Immigration and Refugee Board, and alter the criteria of selection for skilled workers.
