In these conditions on the agenda there was sharply a question on political association of all British colonies in the North America. It was dictated by two reasons: requirements of economic development (formation of the uniform national market, uniform tariff system) and annexation threat from outside the USA, in ruling which circles amplified moods. To them did not give rest the fertile earths and natural riches of Canada. In such conditions of Great Britain it was more favourable to agree with formation of the Canadian federation at preservation of close connections with the former possession, rather than to lose them absolutely. After long negotiations in 1867 the House of Commons in Westminster has approved the Certificate about the British North America. So on a political card of the North America there was the semi sovereign and semi independent federation it is considered on July, 1st, 1867 which birthday, i.e. The Certificate effective date about the British North America, or the constitution of Canada.
