Now the initiatives only fixing the present migratory policy - in particular, simplification of the mechanism of legalisation of migrants and reception of the Russian citizenship by them, the attraction program to Russia "compatriots" are realised. Thus last initiative is presented by the state mass-media as analogue of "repatriation" - widespread in the world of practice of assistance to entrance to the country of representatives of its title nation from abroad (a classical example - Israel). However neither in the constitution of the Russian Federation, nor in other acts the title nation is not defined, and consequently the concept "compatriots" potentially extends on all inhabitants of the countries of the former USSR, irrespective of their national, language and cultural accessory. That is, it is a question of the veiled measures on maintenance of additional inflow of migrants.
