Russian-speaking Canadian , the most problem is that changes have retroactive force, that is all statements fall under them with the request for the immigrations submitted after February, 2008. Among such statements a lot of submitted the Russian-speaking Israelis, decided to move to Canada. Preparing for the residence change, many have sold apartments, cars, were discharged from office. But now, retroactive change of the immigration legislation has left them in a hover. What trades any more are not considered priority, now have rather low chances of moving, and should make the decision - or to remain in Israel with what, or to struggle.
