We want that or not, but the immigration role in replenishment of the population of the country depends also on death rate and birth rate. Thus it is necessary to observe human rights which are not simply imposed by someone from the outside, but the knowledge of elementary mechanisms of updating of population demands: men and women wish to create married couples, to have children, to live with them; they prefer stability and not necessarily lose touch with country of origin. To regulate immigration it is possible by professional training, acquaintance of immigrants with civil values, the conclusion of the contract on development with the country of their origin, social mixing, space redistribution etc., however such qualitative regulation is not a synonym of regulation quantitative.
